You *reduced* shared buffers to 1.6MB? IIRC the typical default is 32MB and the most common adjustment is to *increase* shared buffers. Most of my servers are set to 2GB.

Try bumping that up to a reasonable value (http://www.postgresql.org/docs/9.2/static/runtime-config-resource.html) and share the results. Don't forget to restart PG after changing that setting.
