Why the default data range for "pre_auth_delay" and "post_auth_delay" is different?

Hi,

I want to ask why the default data range for "pre_auth_delay" and
"post_auth_delay" is different?

"pre_auth_delay": (0 .. 60)
"post_auth_delay" (0 .. 2147483647)

Why "pre_auth_delay" is restricted?
