On shared storage? Yes, but it's a bad idea, because if they're ever both started at the same time the data will be critically corrupted. You need utterly reliable STONITH, preferably power-cut style.
It sounds like you're attempting a shared storage fail-over system. That's ... not ideal. You're better off with replication based failover. You should probably explain what you're trying to do and why, so better advice can be offered.
