There are many differences, but here is a simple one:

$ (echo a; echo A; echo b; echo B) | LC_ALL=C sort
A
B
a
b
$ (echo a; echo A; echo b; echo B) | LC_ALL=en_US.utf8 sort
a
A
b
B
