If at all possible, use the 8.3 version of pg_dump to make a new backup from your 8.0 server, rather than trying to restore a dump from 8.0 to 8.3.

Also, please consider 8.3 as a stepping stone to 9.1, which should be your migration target. 8.3 will be leaving support early next year:

    http://www.postgresql.org/support/versioning/

so it is not a good choice for an upgrade target.
