It should be on your PATH. Use the "psql" command to interact with it, and start/stop it via the postgresql script in /etc/init.d/ . To find out where psql is installed, use "which psql" at the command prompt.

You shouldn't need to manually install a particular deb, anyway; you should be using "apt-get install postgresql" or similar if you want to use a package to install PostgreSQL.
