Both the below were ran on the Postgres Server.
$ telnet 5432
Trying ...
telnet: Unable to connect to remote host: Connection refused
$ psql -h -U post_owner -d post_db
psql: could not connect to server: Connection refused
Is the server running on host "" and accepting
TCP/IP connections on port 5432?
