What happens if you register the service with pg_ctl directly as:
<Path to PGHOME>\bin\pg_ctl.exe register -N <ServiceName>
-U <Username> -P <Password> -D <Path to
DataDirectory> -w

The postgres service is not listed under services.

There must be a log file with name install-postgresql.log in the %TEMP%
directory.
