non intuitive behaviour of DROP TABLE IF EXISTS

Hi.

I think the following behaviour is not intuitive:

manlio=> DROP TABLE IF EXISTS foo.bar;
ERROR:  schema "foo" does not exist

The statement should not fail if the schema does not exist
