Command: ALTER FUNCTION
Description: change the definition of a function
Syntax:
ALTER FUNCTION name ( [ [ argmode ] [ argname ] argtype [, ...] ] )
OWNER TO new_owner
Read that and try:
ALTER FUNCTION test_create() OWNER TO masanip;
