While the standard way of doing this involves setting up cygwin and jumping through all those hoops, there's a beta of 7.3.1 for windows available that's described at: http://techdocs.postgresql.org/guides/InstallingOnWindows and it doesn't need cygwin, and appears to be faster than the cygwin method as well. It is still a beta, so test thoroughly before any deployments.
