$conn is defined as a global in a file called database.inc which is
here:

	$dbname = "personnel";

	$conn = pg_pconnect("dbname=$dbname user=$dbuser");
	if (!$conn) {
		echo "Could not connect to database.";
		exit;
	}
?>

As you can see, I'm using pg_pconnect.
