Thanks for your response. the problem has been resolved now .
I checked all the listening port status and port 5432 was only opened for local not for all.
root> netstat -nlt
tcp 0 127.0.0.1:5432 0.0.0.* LISTEN
I changed it as the below and problem got resolved.
tcp 0 0.0.0.0:5432 0.0.0.* LISTEN

Dear Expert,
While connecting PostgreSQL 9.3 with PGAdmin client I am getting the below error.
However I am able to connect the database using psql thourgh Putty.
Entry in pg_hba.conf
# IPv4 local connections:
host all all 127.0.0.1/32 md5
host all all 0.0.0.0/0 md5
entry in Postgresql.conf
listen_addresses = '*'
port = 5432
port is already open and I am able to telnet.
Even after creating a new instance and fresh installation of PostgreSQL, I am getting the same error.
OS-CentOS 7
S/w-PostgreSQL9.3
