Yeah, I think proposal (c) is likely to be a net loss. (a) and (d) are probably simple, if by "reprovisioning" you mean "rm -rf $PGDATA; initdb". Point (b) will be a bit trickier because there are various housekeeping activities tied into checkpoints.
