Well, the cost of raising the statistics target is far from zero: with all defaults the analyze time was ~ 10 seconds, with one column set to 100 was ~ 1.5 minutes, with one column set to 1000 was 15 minutes for the table in question (few 100M rows). Of course the IO load must have been proportional to the timings... so I'm pretty sure the current default is serving well most of the situations.
