Try

EXPLAIN ANALYZE SELECT agenda_user_group_id FROM agenda_users_groups
WHERE group_id::int8 = 9;

or

EXPLAIN ANALYZE SELECT agenda_user_group_id FROM agenda_users_groups
WHERE group_id = '9';

and let us know what happens.
