Actually, the behaviour isn't NULLS LAST, but NULLS GREATEST.
There is no setting for choosing NULLS SMALLEST.
If you choose NULLS LAST, they always appear at the end, regardless of ASC or DESC. NULLS FIRST does the opposite.
