Use jsonb_populate_record with a custom type:

	create type myrec as (col real[][]);
	
	select * from jsonb_populate_record(null::myrec, '{"col":[[0,1],[2,3]]}');
	
	      col
	---------------
	 {{0,1},{2,3}}
	(1 row)
