    Hi,
    TCP maintains a backlog of waiting connections if a server
      application doesn't accept or deny connections.
    PostgreSQL has a setting max_connections, so it won't accept any
      more. 

    So there are two solutions:

      Lower the number of concurrent clients
      Increase the max_connections setting in postgresql.conf
