His application might not be tested and certified on v13.  (Being a contract DBA, I face this issue on a regular basis: company buys 3rd party software from a small company which only tests on a small set of versions.  Or the company might not want to run their mission critical software on .1 software.  Or the company is too cheap to upgrade working software even though it's EOL.)
