I don't think so. I have a standard AWS
account and DMS is available under 'services'.
The only major restriction I see is
this: either the source or target db must be running inside AWS
(either EC2 or RDS).

that can be migrated in trial version.

free and doesn't require either
endpoint to be an RDS instance.
