I finally did it follwing this guide:

And using these files:
 

FDW binaries for PostgreSQL 9.4

Requirements:
 
PostgreSQL 9.4
PostGIS 2.2

I can see that these files are for linux or centos. Is there a way of using them in Windows?
 
I am not capable of making it work..... :(
