One approach is simple using "count(*)" that does take NULL into account:
SELECT CASE WHEN count(v)=count(*) THEN sum(v) END AS mysum ...
SELECT CASE WHEN count(v)=count(*) THEN sum(v) END AS mysum ...
Perhaps it would be better in terms of performance to check for NULLs first.
