Yes, Bucardo will do what you describe.

The configuration is a little more complicated if you want changes on C to replicate back to B (and, naturally, A<->B, plus B->C is more involved than just A<->B), but I've had a similar setup (where B replicates to C, but not the reverse) in production before, several years ago now.
