I'm trying to use the psql tool:

/home/postgres->psql test
psql: could not connect to server: No such file or directory
        Is the server running locally and accepting
        connections on Unix domain socket "/tmp/.s.PGSQL.5432"?

the answer of course is No..

The postgresesql.conf and pg_hba.conf files aren't used on the
client side -- those only matter on the server.

How are you trying to connect, and what happens when you try?
