I realize that if the failure is due to an incorrect password, there needs to be a way to enter a new one, but if the password is correct and the server is not running, the password should not be removed.


That request should be directed to PgAdmin (http://www.pgadmin.org/) - a project related-to but separate-from PostgreSQL. It is likely that a request like this will raise a host of security problems.
