LATIN1 with German Locale on Windows

Hi there,

sorry if this is the wrong group. The problem is that the software in use is not capable of using UTF-8 as encoding yet. So LATIN1 has been used as server and database encoding for Linux and Windows. However, as PostgreSQL 8.3 is enforcing matching encodings and locales it's not possible to use LATIN1 with a German locale anymore. The accepted C-locale is not sufficient as it lacks correct sorting of Umlauts etc. . Will this be fixed or is there a way to intialize a cluster with LATIN and German locale?
