PGOPTIONS environment variable, perhaps?  It's hard to imagine why
anyone would try to set listen_addresses that way, but ...

$ PGOPTIONS='--listen_addresses=*' psql
psql: FATAL:  parameter "listen_addresses" cannot be changed after server start
$
