That is odd. I just testing on 8.1.3:
template1=# set maintenance_work_mem = 2149478;
SET
template1=#
Oh wait.. duh! :)... Remember that maintenance_work_mem is in "k". The
max you are going to be able to do is: 2147483647. Your number equates
to: 2201065472
