Old news. Plperl is actively maintained and works very well. You can add plPerl if you have source without recompiling the whole database just:

cd postgresql.src/src/pl/perl (that might me plperl... it is early) and do a make, make install.

If you don't have a configured source tree, make sure you configure first.
