Usually this means that the username or
the password the service is trying to logon with is wrong. From:

a service and run on startup. But: it doesn't start. When I want to start it manually, I got the well-known error
message: Could not start the PostgreSQL Database Server 8.0 service
on Local Computer. Error 1069: The service did not start due to a logon
