OK, so just to answer my own question, to get pam_cracklib building with
cracklib in a non-standard location, you need to do the following:
1) set CPPFLAGS="-I<cracklib_prefix>"
2) set LDFLAGS="-L<cracklib_prefix>"
3) optionally add -rpath and -rpath-link directives to LDFLAGS if the
runtime location of the files provided by cracklib will be different
than <cracklib_prefix>
