See if there is a mod_auth_pam.so in the directory in which you compiled
mod_auth_pam.  Copy this to /usr/lib/httpd/modules and try the restart.

Seems to me the "make install" bit from the first part I quote above didn't,
in fact, install the module.  It's been a while since I've done this, but
seems to me apxs should have come in to play at some point here.
