PAM Time Configuration

What is wrong?  With Linux 2.2.20 and pam 0.74 I put
login;tty*;<user>;Al1200-1300 in /etc/security/time.conf to keep
out a <user> at the terminals everyday between 1200-1300 hrs and it
doesn't work.  I'm not sure login is what I want, unless it needs
to be the word blank, but blank was not a service.

Do I need to restart a daemon?
