      I agree with you on this. Actually this is a  classified system on a
private network. I wish I could tell you more but!!!

Are you absolutely positive you really need this?  Is your system
accessible from a non-trusted network?  By allowing the system to lock
out accounts, you're potentially setting yourself up for a massive
denial-of-service attack.
