am sorry..i thought u r using Redhat...

anyway xinted is the improved version of inetd which takes care of all ur IP services like telnet ftp rsh rlogin and a host of other services...
i have not used debian but i think the IP model on that distro is the same as that available on redhat...

scan ur /etc directory and see if there is a dir called xinted or inetd ..
or see if u have a file called inetd.conf or xinetd.conf

otherwise check ur /etc/services file and see if port 23 is open for incoming requests

check if u have by mistake added firewall rules..
ipchains -L will list all firewalls on the machine

if all the above options are OK then in all probability there is some small hitch on ur DNS..
to make sure the DNS is also perfect do say host <ip> as well as host <machine-name> or u can use dig <ip> / dig <name> and see if u get valid answers for the queries...

i has a similar problem like this a few months ago...
my forward lookup was OK but my reverse lookup showed the machine number pointing to another non-existing machine on my n/w and so telnet connections were refused whenever i tried them..

do try them out..
PS...are u trying out these options on ur server ie 150.150.0.12
