Ah!  That answers my question from last month, i had not updated
my git repo, and three days before my post there was

      Add an API for other QUIC stacks to use our TLS implementation

so it actually turns around the other way as i would have thought,
but thought of with lots of respect given the complexity of modern
software (mostly threads, locks, event processing etc).
