Fips install steps on cross compiler platform

Hi,

I am trying to compile openssl 3.0.8 on a cross compiler . 

I am able to create the libs . 

I have a few basic doubts on fips provider

1. If we are using a fips provider , we should build fips as shared libs or static libs also ok ?

2. How to do fips installation steps for a cross compiler ?
