Error with ciphers -V 'ALL:COMPLEMENTOFALL'

Hello,

I am playing with the book of Ivan Ristic.  At some point, he talks about the list of cipher.  This command gives me an error message :

Should I worry that something is wrong with my OpenSSL build.  This is a version that I compiled myself with the instructions given there : https://github.com/openssl/openssl/blob/master/NOTES-WINDOWS.md

Other commands such as genpkey and req are working well.
