Are there any plans for a final bug-fix release of 1.1.1 in the next couple weeks (and hopefully a 3.0 release as well)?

Good question! There aren't currently any plans for a 1.1.1 release. However whenever the next release occurs it will still include any bug fixes that been committed up until 2023-09-11 - so in that sense what is more important is getting any bug fix PRs approved and merged before then. It is less critical when the actual release date is.
