Apple uses LibreSSL, not OpenSSL, in their recent OSes:

~$ openssl version -a
LibreSSL 2.8.3
built on: date not available
platform: information not available
options:  bn(64,64) rc4(16x,int) des(idx,cisc,16,int) blowfish(idx)
compiler: information not available
OPENSSLDIR: "/private/etc/ssl"
~$ uname -mprsv
Darwin 21.3.0 Darwin Kernel Version 21.3.0: Wed Jan  5 21:37:58 PST 2022; root:xnu-8019.80.24~20/RELEASE_X86_64 x86_64 i386

OpenSSL 3.0 has recently been designated as a Long Term Support (LTS)
release. This means that it will now be supported until 7th September

Our previous LTS release (1.1.1) will continue to be supported until
11th September 2023.

We encourage all users to upgrade to 3.0.

Though I full agree, what is Apple's stand on gettng their clients upgraded
to openssl3 compilance?
