    AFAICT, OpenSSL is supported on VxWorks, not on RTOS or uC-OS.

    
    For embedded crypto libraries I would recommend mbed-tls (formerly
    polarssl) and wolfssl. 

    Both support TLS 1.3 in their latest releases.
