The docs site is screwed up. 

CMS_sign is indeed documented for 1.1.1 - but you have to go there via
https://www.openssl.org/docs/man1.1.1 -> Libraries -> CMS_sign.html, which would bring you to https://www.openssl.org/docs/man1.1.1/man3/CMS_sign.html
