Seems to affect 1.1.0 also:

$ git grep -A1 CT_POLICY_EVAL_CTX_get_time OpenSSL_1_1_0-stable -- test
OpenSSL_1_1_0-stable:test/ct_test.c:    const time_t default_time = CT_POLICY_EVAL_CTX_get_time(ct_policy_ctx) /
OpenSSL_1_1_0-stable:test/ct_test.c-            1000;
