So we can (saying 75% of chance) IETF RFC then openssl pre9 before  24 august, and if no major bug, a release of openssl before october...

Next step will help users with recent Linux (and other) distribution packaged with openssl 1.1.0 switch without risk to openssl 1.1.1 to offer TLS 1.3 (for server by example). But this is another thing..
