Hmmm, if it's hell bent on anything, it's on what perl was used to run
'Configure'.  I'm not sure if you use that script directly or if you
use 'config'...

Ah well ... config isn't too helpful with building a 64-bit lib :

NOTE: Starting with OpenSSL 1.1.1, 'Configure' doesn't display all the disabled
options or the "make variables" with their values.  Instead, you must use
'configdata.pm' as a script to get a display of the configuration data.  For
help, please do this:

        perl configdata.pm --help
