./config works just fine for me on a SLES 11.3 z/Linux, and yes it sets PLATFORM to "linux64-s390x" in MAKEFILE

I'd suggest just running "./config".  That will pick the appropriate 64-bit target.  Only use Configure if you want to do something non-standard. :)
