My latest attempt is this.  It gives me a usage error.  Any hints?

openssl genpkey -out cakeyecc.pem -outform pem -pass pass:rrrr aes-256-cbc -algorithm ec pkeyopt ec_paramgen_curve:prime256v1 -text
