Is the Atlassian Vault actually Hashicorp Vault?

If so does the signed key have "permit-port-forwarding" enabled? i.e.

	$ vault write ssh-client-signer/roles/my-role -<<"EOH"
	{

	  "allowed_extensions": "permit-pty,permit-port-forwarding",
