Thanks. Yep, it's quite similar. #1988 essentially implemented the stderr
closing behavior I've pointed out in the "normal" ControlPersist case.

However, the -f flag effectively overrides this behavior and uses the "-f code
path" instead, which does not close stderr.

I consider this a sibling incarnation of #1988 and will open another bug report
for this.
